Competition

Rules

This competition is played under official FIFA Futsal Laws of the Game except where variations have been made to the Rules, to allow for local conditions.
The onus is on the Team Manager / Coach to ensure that their team members know and understand these rules.

The Venue

The Bayside Futsal Competition will be conducted at Mentone Girls' Secondary College, Balcombe Rd, Mentone. Melways Ref: 86, H5
The court is indoors and is hard court (parquetry) surface.

Registration Fees

It cost  $125 per Player to participate in this competition, which includes a Futsal Insurance Premium. All Players must pay their Registration fee before the competition commences. Bayside Futsal have a “NO PAY, NO PLAY” policy.

Family Discounts

For families who enter two or more players we are offering a discount. The second child (and subsequent children thereafter) will be charged $115. If a Mother enters, then the discount starts with the first child, i.e. the $115 fee will apply to the children.

Teams
Each Team must have a minimum of 7 Players and a Maximum of 10 Players
Divisions
There are 3  Divisions that a Team can enter into.
U12: Players who are 12 and Under in 2008   Born 1996 or later                                  U14: Players who are 14 and Under in 2008   Born 1994 or later                                 Open Division : Players who are 14 and Over in 2008

Note: Players under the age of 15 will be allowed to compete in the Open Division, if they are proven experienced Futsal players. The Management Committee will evaluate any prospective applications in this regard.                                                 

When considering this request, please take into consideration the following Rule: "Players are also only allowed to be registered in one Team for the whole competition."

Insurance
Bayside Futsal is an accredited Futsal Club. However regarding insurance,                  we strongly advise you to read carefully the FFV's Sports Insurance policies, etc, as it only covers certain injuries and there is a $1000 excess.               www.footballfedvic.com.au/clubdev/insurance/

The Rules that we have implemented endeavour to make the games as safe as possible. Pre match warm up exercises are recommended to avoid muscular injuries. Further information can be obtained by contacting us at Bayside Futsal.

The Season:    2008: Friday October 17 to Friday December 12  inclusive.        Uniforms
1. All team members must wear identical shirts and socks.
2. Shirts must be numbered using numbers from 1 to 15 inclusive.
3. Shin guards are mandatory and knee high socks (to cover shin pads) must be worn. 4. The Goalkeeper must wear a separate shirt and be numbered.
5. Teams must be in full Uniform by the commencement of the competition.
6. From the second week of competition, teams will lose 1 goal for EACH incorrect uniform item up to a maximum of 3 goals.
7. All jewellery must be removed before taking the court.

Rules                                                                                                                                         1. The game consists of 2 x 15-minute halves for  U 12 and U14 Divisions while the Open Division consists of 2 x 20 minute halves
2. There is a 2-minute half time break.
3. The balls used are size 4 Futsal non-bounce.

Lateness
1. Teams running late incur 1 goal penalty per minute up to 4 goals maximum. Please look at the Fixtures List to ensure that you are 10 minutes early in order to avoid this penalty.
2. The Referees are instructed to start the Games on time due to Gymnasium time restraints.
3. Games can be played with a minimum of 4 players.
4. An automatic forfeit will apply if a team cannot supply 4 members after 10 minutes. Forfeit penalties will be applied.

Fill Ins

It must be noted that teams are expected to enter this Competition with a full compliment of players. Do not rely upon weekly fill ins to make up your team numbers. The Committee will not accept a Team List which does not meet the criteria of having a minimum of seven players. Players are also only allowed to be registered in one Team for the whole competition.

Fill-ins can only be used;
1. If a team is in danger of forfeiting a match, i.e. less than 4 players                                2. Or if a team has less than 6 players.
3. A Fill In player may not be used if there are already 6 player names on the team sheet.                                                                                                                                          4  The Competition Official, Referee and the other Team’s Coach must be notified that a  Fill In is being used.
4. All Fill Ins must be Registered Bayside Futsal competitors.
5. Fill Ins can Play Up out of their Division, but Not Down a Division.                   For example: A player registered to a Open team or higher may not play in the U14 competition

Forfeit
Games which clash with school activities (e.g. school camps), resulting in possible player shortages, should be advised to the director at least two weeks in advance to avoid disruptions (e.g. forfeits) to the fixture list.

Dispute Resolution
All protests must be lodged with one of the Tournament Officials on the night of the competition. Where possible a decision will be made on the night, otherwise the protest will be referred to the rules committee for resolution within 24 hours.                              The committee's decision is final.

Substitutions
1. Teams may have unlimited substitutions throughout the game.
2. Teams may substitute at any time without informing the referee.
3. The substituted player can only come onto the pitch after the substituted player has left the pitch.
4. Failure to substitute correctly will result in the offending player receiving a yellow card.
5. Substitution of the Goalkeeper will be allowed only at half time, the exception being in the case of an injury to the goalkeeper

Finals
1. Position in Finals: If two teams are on identical points at the end of the competition’s draw, the position on the ladder will be determined by which team has the best for and against goal difference. If this is equal, then goals for followed by goals against. If still equal then head to head results will be taken into account.
2. Finals Rules: All games, other than First v Second, finishing level at the end of normal time will be won by the team finishing higher on the ladder at the end of the competition's draw.                                                                                                                  3. For Grand Final (First v Second) games; If after full time the scores are level, one extra period of play will commence with the "Golden Goal" rule applying.
4. “The Golden Goal” is when the first team that scores will automatically win the game. Duration of this period is 5 minutes.
5. If the “Golden Goal” period has finished without a producing a winner, then a “Penalty Shoot Out” will be played.
6. A “Penalty Shoot Out” is determined by which ever team has scored the most goals from the first five shots, taken by the designated first five players from each team.  If the scores are level after the first five shots, Sudden Death penalty kicks are then taken by the next group of players from each team. The Winner is then determined by whoever misses their designated shot first after an equal number of penalty kicks has been taken by each team. The first designated player can only have another attempt at goal when the whole team has had a turn.

Trophies
1. Trophies will be awarded to the winners and runners-up in each
division.
2. A “Golden Boot” Trophy will be awarded to the player who has scored the most goals in their division.                                                                                                                        3. A "Most Valuable Player" Trophy will be awarded to the player from each Division who has performed consistently throughout the competition. Voting will be conducted by the Referees with one vote going to a nominated player from each game.
